The problem
Research programs lose trust when source material, interpretation, memory, and settled doctrine collapse into one undifferentiated archive. Agents then retrieve polished conclusions without knowing what evidence produced them.
What exists now
A public repository, privacy classes, source manifests, collection packets, agent-readable indexes, and receipt-based governance for changes.

What the public record currently supports.
These signals are privacy-cleared and intentionally bounded. They show that work exists without inflating maturity or exposing protected source context.
